Classic Tory response.
In the absence of a cogent, well-thought-out policy, they're essentially buying someone off. Why not do the honest thing (yeah, I know this is the Tories we're talking about, but hey) and offer £3,000 to everyone in the system? Saves time, appeals to lazy Tory instincts, and adds further weight to Charles Moore's ill-founded assertion that this Rwanda policy is starting to work. Good spin, Charles!

I thought the same thing. It's a bit of a scam, but I suppose if it pricks the interest of future researchers and the general public, then there's no harm done.
Actually, it occurs to me that perhaps it's a little better than guesswork as I suppose they could do a parallel exercise with contemporary human remains, where we do know what they look like.
