Sure is Scooby! There have to be legal reforms regarding child abuse and its monitoring. The current system isn't working, it's time Social Services was revamped and brought up to date. Every week we seem to hear about another child being abused either by its parent or step-parent. It's time we woke up to these innocent childrens' plight.
