Belgium did formally start the whole identifying Hutus and Tutsis with identification papers began under Belgian rule in the 1930s. They gave lighter skinned Africans one designation and darker skinned the other then treated one group better than the other. Essentially, give people a group and they'll end up identifying with that group.
