Gordon Brown needs the money. Fewer jobs so fewer people paying income tax and he's got an ID card scheme to fund, NGOs to pay, aid for Gaza and the traditional birthday presents for African dictators. Tax and waste, tax and waste. It's all he knows.

More Tory spin.
The small claims system is an absolute joke. It's sole purpose is to apply CCJs against a debtor to make life difficult for them in future.
Sadly, during the credit boom, banks decided to lend money to those with CCJs at a price.
Debts remain unpaid. Creditors become de facto public prosecutors and nothing more. The system is little more than a system of revenge. The Judiciary hates it. Businesses hate it.
It needs drastic reform.
Labour's instinct is intensive regulation, huge government departments headed by worthies and making everything as bureaucratic as possible.
The Tory instinct is to let the market sort it out. Business' will need to put aside some capital to write off bad debt. The problem here is that bad debts have spiralled out of control.
At best, these increases in fees are a means of forcing the issue back onto the agenda. At worse they are an attempt to stop people using the courts system.
But stealth tax???

The people in the UK right now making a killing financially are Pawnbrokers and Moneylenders. It's like we are back in the dark ages...

The increases are vast too! The cost of committal proceedings, which allow authorities to take residents who owe council tax to court, would increase 178%, from £90 to £250.

Why would they, the defaulter owes the tax. They get the court charges on top of the amount owed, as well as any fines given.
The only people councils might hold back on are the chavs. They will claim poverty and then be able to pay the fines back at £5 a month.
