Maybe some people need and use straws, but when I get a diet coke or a glass of water in a restaurant I don't need a straw. When I get a Starbucks iced coffee I don't need a straw. Perhaps if I get a drink from the drive-thru McDonalds to drink in the car I might want a straw, but the amount of straws handed out massively exceeds the amount of straws actually needed.

But seriously it all depends on the drink. Certain mixed cocktails are far easier with straws. Unmixed drinks rarely need them.
Drinks with loads of ice are easier with straws. And of course you need straws for your lines of coke in the toilets…
That said I am never ever given straws - I find you have to beg for them. I recall going to a pub that didn’t have them which was ridiculous as we had my 100 year old grandfather with us who needs a straw to be able to drink. We had to feed him his drink like he was a 1 year old.
