But at least the EU has acknowledged the problem and is introducing new controls in 2020. Thing is, where there's money there are those whose sole aim is to circumvent the regs; it'll always be the case. I really don't know what the answer is beyond a mass epiphany/road to Damascus-type revelation where mankind suddenly sees the light and learns to share and work together (hafuckingha).

The City of London provides lots of loot for Brits but it's a global financial center and they flock in from every continent to enjoy the bonanza of 'friendly' British laws and the connections with Britain's chain of tax havens, the Isle of Man, the Channel Islands, Gibraltar, the Cayman Islands and the rest.
They are in favour of Remain because that gives smooth access to EU markets and allows Britain to obstruct Brussels plans for financial fair play. If it has to be Leave, they're encouraged by the opportunities that could arise from the Tory vision of a 'Singapore-on-the-Thames.

As you will notice, the UK has managed to keep British tax havens off the list, due to its seat on the EU Council.
The EU list of non-cooperative jurisdictions for tax purposes As of 21 June 2019 (date of publication in the Official Journal), the EU list is composed of: American Samoa Belize Fiji Guam Marshall Islands Oman Samoa Trinidad and Tobago United Arab Emirates US Virgin Islands Vanuatu

Is the point that you're struggling to make that the influence of the members of the EU Council, associated with these territories, kept them off the list? That's your assertion. It may be true. The substantive point is that these are tax havens embedded within the EU. Malta is another prime example (although they swear they aren't.)

Children learn better by enquiry, so I set you on the right track, point you in the right direction and encourage you to find out for yourselves. See Piaget, Dewey, Vygotsky, and Freire among other.
