The only reason you wouldn't dare walk the streets in San Francisco is the robot taxis. I have friends in both cities and neither report the crime-ridden hell-holes you describe. There is a serious homelessness problem in SF, but that's not a consequence of policing issues.

I have been to San Francisco several times. And generally walked from A to B - what did I miss?

Also what does this have to do with the police not being effectively policed? Do you think police should be able to act however they want with zero accountability?
