Usually, this is done on a cost/benefit basis and prioritises the protection of public goods, rather than private property.

Carwyn Thomas fled the scene after careering into the back of Samantha Latham and Kate Wilson in Nantwich, Cheshire, in March 2022 as he cycled the wrong way down a dark one-way street without lights.



Mobile phone footage shows Ms Latham, who suffered ligament damage to her hand and a bruised eye, furiously reprimanding Mr Thomas, 48, as he rode off in the aftermath of the incident.



He had left Mrs Wilson unconscious in the street with snapped front teeth after she was propelled forward by between 10 and 12ft.



The events manager later had to have the little finger on her right hand amputated because of injuries to it.
