But you can obtain as many "concessions" as you like from the E.U. it matters not one jot. cos Article 1-17 of The Lisbon Treaty states
If the Treaty you have just signed up for does not give the EU sufficient powers to attain its very wide objectives, the Council of Ministers can "take appropriate measures" to give themselves that power.
Article 1-24 goes on to say that Presidents and Prime Ministers can move EU policy areas from unanimity to majority voting without the need for new treaties and or having to get them ratified by national parliaments or referendums
So there you have it. The Devil is (as always) in the detail.

Seems to me that (understandably so) Barrack Obama has turned his back upon this country. For a Democrat he seems to be very much a "federalist" in his enthusiasm for big government. I think he sees himself as finishing the job of the revolutionaries in this matter, something which could explain his enthusiasm for all things French, i.e. the E.U. I think he sees federalization of both the U.S and Europe as the way forward for not only the U.S. and Europe but the whole world. However the European model is bureaucratic by nature (as against democratic) and when the people of both continents realize the direction their "Federal" governments are taking them, then yes, revolution will be very much "in the air", in all nations. It's the old "Democracy thing", it just will not die.
