Don't get to excited yet Jonren, these ideas usually get watered down and dressed as something else.
Ministers see a chance of another tax, they won't give it up that easily

Shame really,
If the cost was reasonable and there was a reduction in the Council taxes this would have been a good thing.
I quite like the idea of paying for services according to usage.
