The purpose of an apostrophy is to clarify context within a semtence.
These are names. They can be spelt without an apostrophy.

A lot of things aren't correct, Scooby. Common usage makes it the acceptable form for place names, and it's already in use in many street names. I suppose the Birmingham decision was newsworthy because it was a formulated policy instead of them just going ahead and dropping the apostrophy as a lot of places have done already.

So. James James' James's Are all the same? No, an individual called James would have the possessive, for example, James' or James's. A street might be named James' Street but the apostrophy can be dropped since there is no possessive intended.
