You spotted the problem. Well done. The point was about how much money successful claimants will get and where it's coming from. The subsidiary question was what those making claims could possibly lose. There's a strong motive for them to put in a claim and nothing to lose if they fail.

So it seems that the brothel keeper who had the investigation stopped by threatening to expose Teddy boy was prosecuted by the same police force and jailed for 6 years, which on the face of it is odd bearing in mind she didn't then expose him.
