Get a grip. Bercow's given us all the biggest hint as to what's going on: he's stated more than once that he'll remain speaker until Brexit's sorted; he's now said he's retiring as speaker on the 31st October. Ergo, No Deal, and he knows it (if anyone outside the cabinet has a grip on what's going on, it's him).

It's completely clear.
(1) They're going to negotiate a much better deal than May has, despite agreeing with the EU that there's no other deal to be had and that Boris is talking sh*t about there being a magically better deal available.
(2) Having come back from Brussels with this great deal, they will not then campaign in favour of it because it's not good enough.

There's no particular reason why MPs shouldn't campaign in an EU referendum as individuals, rather than follow a party line. In the first referendum, the Tory cabinet was split, but overwhelmingly in favour of staying in the EU.
Following the announcement of the referendum in February, 23 of the 30 Cabinet ministers (including attendees) supported the UK staying in the EU. (Wikipedia)
