It is incomprehensible to me how migrants from Commonwealth Countries, most of whom came on The Windrush and who settled in the UK from the late 1940s to the 1970s, and their relatives, had been declared illegal immigrants.

Commonwealth citizens are not British citizens. They have no automatic right to live permanently in the UK. The Home Office policy is to make it difficult to get a 'certificate of entitlement' by demanding an enormous amount of documentary proof.. All British citizens automatically have right of abode in the UK.
Some Commonwealth citizens may also have right of abode.
You can prove you have right of abode if you have a UK passport describing you as a British citizen or British subject with right of abode.
Otherwise you need to apply for a ‘certificate of entitlement’. www.gov.uk/right-of-abode
