The problem for the Windrushers is that the UK doesn't have a population register. In other EU countries, this would never have happened. When they arrived in the country they would have gone to the local town hall and been issued with ID cards. Their situation would have been clear from the start.

Yes, the authorities knowing exactly where everybody is at all times, and making sure that everyone files travel arrangements in advance before they go anywhere, and making sure everyone has their papers in order when they get asked questions by the authorities, would save everyone all kinds of grief...
