How much authority does a US pres have in ordering federal shutdowns?

not as much as the governors, he could I guess declare Marshall Law, all but 5 states have pretty much shut down

I actually don't know how much power he has to order a national shutdown (every other country manages it), but he could at the very least have issued proper national guidelines and said that he'd like the governors to follow these properly. That would generally be a pretty effective way of getting Republican governors to act. The Democratic governors have (mostly) already been pretty responsible.

Would have thought POTUS would be able to put things in place , lock down etc.. If the country had a good health care system in place, but since it doesn't exist, unless your insurance covers the virus, then most will have to suck it up, cos he's more interested in the economy, not lives.

If we shut down food stores, we starve. Thats why it was an oddball question. They didn't ask why not shut down everything except food stores. They asked why we don't shut down everything.
