Yes, the existence of expats in Spain doesn't explain his residence here. It will be interesting to find out his immigration status and his contribution to the culture and economy of Britain.

Why does he need to contribute to the culture?

And why assume he is not contributing to economy.

My comment about Spain was because you seem very confused by people living in countries where they don’t speak the language.
