ours are just there to make sure management get the rules right for disciplinary actions, hiring and firing. least that was my impression when I dealt with them.

Funnily enough, I've never really had dealings with PC ones but they do love to build an empire of processes that they say are important - the implication being that it's a legal requirement. It never is, but it makes their little empire embedded.

They were probably useful back in the days when they were happy to be known as "Personnel". Once they rebranded themselves as Human Resources, it went to their heads.

They typically work with management in building policy to apply either internal rules or government ones. (I.e our code of conduct was certainly not built by HR in the slightest.) Years ago when I was in the UK, the US head office wanted to get rid of our head of department (redundancy.) They thought they could just do it the same way they do in Texas and the UK HR team had to step in to say if they did that that was a clear as day lawsuit waiting to happen. The people who normally whine about HR as almost always the men who are annoyed HR curtailing their ability to sexually harass women and be racist in the office.

HR today's far more complicated than the old days of Personnel. Management's there to see the business runs smoothly amd makes a profit. They don't need to be getting bogged down in personal problems of staff. Which is why they employ professionals to do just that. In theory anyway.
