Austria has also taken a lurch to the far right, their facists just got 29% of the vote, though winning might not get them into government as no other parties want to form a coalition with them.

Ha, and indeed ha.
Germany, as we all know, is a sovereign state and can propose whatever Laws it likes. That said if, as this new proposal seems to, it only works in cahoots with other EU states then yes, it's only right and proper that Germany takes this proposed Law to the EU, otherwise it will not and cannot work.
Great stuff. It demonstrates how Laws are proposed, refined, accepted or rejected in a grown-up union of like-minded people. Marvellous.
