"Solingen - dead and injured at the town festival! On Friday at around 9.40 p.m. a man in Solingen randomly stabbed several partygoers with a knife. The perpetrator, according to witnesses an Arab-looking man, is on the run. The police have not officially confirmed the witness statement at first, but are now talking about a southern-looking perpetrator."

That Bild article contains an interesting insight into the psycho-geography of Germans, perhaps. I suspect, but I don't know, that the reference to "southern looking" means "darker skinned" and is used in preference to "middle Eastern looking". For Germans, Eastern is a very loaded term and speaks to a deep-seated fear of the Russian hordes.

It looks very much that they mean "east-facing" rather than "southern-looking".
Germany seems to have had quite a tragic run of this recently and the Germans have been admirably restrained.
