Well yes (to the first bit) and not necessarily (to the second).
By way of an example, when it comes to the largest determinant of ill-health, everybody knows that giving up smoking is best. So I suppose if smokers are not opting for it then there is typically a good reason. Is that fair? There is a whole ton of support out there to help smokers to wean themselves off tobacco, so there must be something "higher" out there which keeps them smoking.
Perhaps not ideal similes, but my colleagues in the Anti-smoking and Drug-dependency teams are on record numerous times saying that some folks just will not be turned from a path that they know is dangerous both to themselves personally and to their loved ones.

While true about addiction it's only partially true about breast feeding I'd say, some women for physical reasons either don't produce enough milk or due to having had breast surgery or cancer don't produce any, or may be on medication that makes it unsafe to breastfeed. Many have to work meaning it's just not an option or convenient to breast feed. And then there's education and support and overcoming pressure from others. I remember with our first the amount of times older women commented on how frequent the boy was feeding and telling us "put him on the bottle, he's hungry" plus the objection looks breastfeeding mum's get them out in public while breastfeeding can make a lot of women feel pressured not to.

Pfftt. Young chicks are waaaaay more invested and interested in this sort of thing. If you think young women without children are interested in the price of formula you have never met or spoken to a young woman in your life. (Sorry this is hilarious! Trying to imagine me and my female mates, as 21 years olds discussing the price of baby formula. LOL!!!) I think for Baloo, "young" is anyone under about 65.

I don’t think the analogy works as smoking is also addictive. “Not breast feeding” isn’t really an addiction. And from what I hear from friends mothers are heavily pressured in hospital by medical staff to attempt breast feeding so it’s just odd they would ban adverts to encourage breastfeeding.
