As a cyclist you don't need a licence, so you don't get points. You can be banned from driving/riding any vehicle though.
In the UK, while dangerous cycling can bring a fine, unlike driving the police cannot force you to take a breath, blood or urine test.
So ultimately, if you wanted to take it to court, the result will be based on witness evidence.
I've often cycled while pissed and never been stopped. Well, never noticed anyone trying at least...

I cycled hammered in Britain very frequently and was never stopped. But I was always under the impression that if you had a driving license they could technically sanction it.

So cycling pissed is illegal and can get you locked up, but you can't get points on your license for it. I guess what I learned in my younger days was urban myth.
