His comments about the rest of England just shows either his ignorance of RoE, ignorance of all of London or both.

Why does the left hate fun? "The minimum price at which alcohol can be sold in Scotland has risen by 30% in an attempt to keep up with inflation over the past six years. The minimum unit price (MUP) has not changed since it was set at 50p per unit of alcohol when it was first introduced in May 2018. It has now increased to 65p per unit, meaning a typical 12.5% bottle of wine cannot be sold for less than £6.09 and a can of lager will be at least £1.30. MUP is not a tax to generate income for the government. Instead it aims it to reduce the availability of cheap alcohol in shops by setting a minimum price. It comes with a cost to everyone else. Medical costs, social costs, policing costs, cleaning up vomit on the streets costs, and more. It's not a largely neutral activity like hiking in the hills or visiting BDSM dungeons.

Funny how the SNP's radical solution is fiscal. What are the actual challenges? Make Scots' lives less miserable? Make.Scotland less miserable?
TBF, there are some Scots who have nice lives, and much of the country is beautiful. My point is, that money is Ann odd lever to pull. The Irish have a drinking culture too.
It seems like we've seen the last of the lager louts now. I suppose you could argue that kids can't afford to go out drinking in pubs, but I think the price of booze in pubs is a function of fewer pubs goers. Dunno. Kids seem to drink less now. Mine do, at least.

I can see that mass excessive drinking can cause problems, but I don't think that a blanket approach will impact on the problem drinkers.
