That doesn't surprise me in the least.
Farage needs to take care with the use of the word "Contract" too. One of the key elements of a binding contract is the intention to create legal relations, and the onus is on both sides to achieve this. If the people vote in Farage in '29, then that is their part of the contract fulfilled, leaving the onus on Reform to deliver in full on each and every one of its promises; without this, Reform would be in material breach of the contract - and then we'll see what damages ensue. Of course, if no damages were payable save Reform's being booted out at the following election, then the so-called contract is, surprisingly, just another manifesto but with the usual "slicker than snot" spin put on it.

We get told that personal state income taxes in California are way too high and the rich will alll flee to Texas. Except they don’t. They still live in California and the high value non- minimum wage, non-sweatshop parts of their business are still in California .
