This Johannesburg story is grim. Particularly the fact that there seems to have been a locked gate at the entrance that people couldn’t get out of.

Jo'burg is said to be utterly grim in and of itself. This looks like the classic squat-full-of-illegals scenario. Barricades set up to defend against the law and criminals become something of a burden. Also, I doubt the "tenants" had access to power, so I guess that they would have made their own arrangements for heating in what is winter in SA.

Interestingly, I wonder if the problem was not with the composition of the panels per se, but with the stand-off, creating a flue. I don't know whether we fix cladding in UK for the same reason and whether the stand-off is the same. My first thought was that we're more interested in heat retention and mechanical protection, whereas Johnnie Bacalo is more interested in preventing solar gain.

In winter somewhere like Valencia gets cold enough that they'd probably want some heat retention; and they might not have installed decent heating anywhere because it's not really worth it for 30 nights a year. In fact, I wouldn't be surprised if a fire was caused by some ad hoc improvised heating.

Prosecutors said Flora Mendes had already been struck off in 2015 after being found guilty of providing unregulated immigration advice.
