If mids isn't allowed to, he bloody well should be.
It's the height of rudeness to have your phone switched on in an interview, never mind answering the bloody thing. Unless the interviewee starts things off with, "I'm expecting a phone call from my dying mother's nursing home" or some such, I'd mark them down as unsuitable in doing what they did.
Manners maketh man 'n' that.
