It is utter cockrot. He does know he can't "fix" it. The Tories also failed to "fix" it because fundamentally fixing it would require massive damage to the UK economy and probably a complete end to traditional market economics.
It's not actually an important policy area in reality. It's pure pitch to the small remaining rump Tory demographic of angry old people.
His solutions are ones that governments since time immemorial have said they'd do which haven't changed anything but appeal to low information voters who don't like the idea of immigration yet live in places with the fewest immigrants.

Yeah the single best way that is never attempted in earnest is targeting the companies who generate the demand for low skill low pay workers, crack down on them and illegal immigration would plumet cos despite the hard of thinkers constantly thinking illegals come for benefits, they actually come to work. Though we all know the gov would never do that cos it would be a disaster for the economy.
